The Capital Development Authority (CDA) has approved a self-financed development programme worth Rs42.979 billion for fiscal year 2026-27, with funds released under its Annual Work Programme through a Finance Wing letter dated September 7, Minute Mirror reported. The programme includes 12 new schemes covering road corridors and infrastructure in Islamabad’s I, C and E sectors.

The biggest allocations

  • 11th Avenue, from Iran Avenue to Srinagar Highway: Rs3 billion for construction.
  • Islamabad Expressway Service Road East, Faizabad to Gulberg: Rs1.443bn for widening and rehabilitation.
  • Sector E-12/4: Rs2bn for roads, drainage, water supply and sewerage, plus Rs100m for remaining works in E-12/1 to E-12/3 and Rs200m for the E-12 Markaz.

C-14 and I-12

Sector C-14

Rs100m for shopping centres and the Markaz, Rs200m for two overhead water tanks and underground reservoirs, and Rs50m for five box culverts and nullah tunnelling.

Sector I-12

Rs50m for service roads and Rs50m for a link road to the northern area. For power, Rs166m will buy two 31.5/40 MVA transformers at the I-11 grid station with feeder lines to I-12, and Rs368m will fund external electrification to the PHA flats in I-12.

The itemised allocations reported so far add up to about Rs7.7bn. The CDA has not published a breakdown of the rest of the programme.

Rules on spending

The Finance Wing directed that no money be spent without competent approval, tender notices, technical sanction and pre-audit, and in line with Public Procurement Regulatory Authority rules. Divisions are responsible for preventing duplicate payments.

Why residents should care

Allottees in E-12 and I-12 have waited years for basic services. Urban planners told Minute Mirror they welcomed the scale of the allocation but said timely execution, transparent procurement and coordination between CDA wings will decide results. As of publication, the CDA had not announced tender schedules or start dates.
